Hardly crap, it just requires a bit of patience from the inexperienced film viewer. It's fundamental cine-structuralism and Gehr is at its architectural game here.

According to the book "America's Film Legacy: The Authoritative Guide to the Landmark Movies in the National Film Registry", this short is 23 minutes at 16 frames per second, but 15 minutes when ran at 24 fps.

Larry's link below is 15 minutes, so one can assume that it is the 24 fps version.
